You might try a trick used by veneer workers to soften dry and brittle veneers. Mix a solution of glycerin and alcohol and put it in an ordinary pump sprayer. Spray a fine mist on the back of the paper and let is soak in a good long time.
I've no idea if this will work on sandpaper, but it does the trick on dried out veneers.

From what I could read, this solution is intended to soften veneers so you can flatten them. The intent is to let them dry in the press, hence the alcohol. Instead I used water and glycerin. The paper still cracks a little more than new sandpaper, but at least it doesn't break. Bottom line - it's usable again.
