The pointed end spins and turns the dials. The wood handle is fixed.
Any ideas?

My guess is that it is an early type of tachometer. The pointed end will be set into the small divot in the center of a spinning shaft. Time how long it has been in contact with the spinning shaft and read the dials and you can figure the revolutions per minute (rpm). My father had an all metal one that he could check the cylinder speed of a threshing machine. You could check motor rpm's or you could have someone hold it on the top of your head while you spun around to see how fast you could spin. Ha ha ?
This may be one of those tools that electronics have made obsolete but collectable.

Yes I think Kent is correct.
I have an old one that is nowhere as cool as that, but cool enough.

This will make you groan, but when I got my new old band saw I wanted to see the rpm's it was going at, and believe it or not there is an app for that!

Its called Strobe light Tachometer and works off the iphones cammera flash. Its very ingenious, and I have no affiliation with it!

You could use it to test your old one :D :D

Also more on track, where did you find it Zulu?

My Brother found it at a garage sale in South Carolina for $1.
I don't have it in my possession but I'm trying to help him figure out what it is.

He seems to think that the internal gears couldn't take more than one revolution per minute.
More mystery.
