Never done one myself, but it goes something like: Take big wood, turn it into small wood. Go to Target and buy pepper mill :)

Seriously, it all depends. If you want a simple type, both Rockler and Woodcraft sell kits that are really just big pens, meaning you work with them almost the same way.. There are a few exotic kits out there with complicated hardware, but the basics are all the same.

HINDAM: First, WELCOME !! I see that you have been with us since March of 06. The spinny vortex guys here are really great as you probably know and I'm sure you will be made to feel at home. Please chime in when you can help us with our questions.

Keep the tools sharp and take and post lots of pictures.

I ran a quick "GOOGLE" using your phrase "how to make pepper mills" and had some good hits. Wishing you success in your project.

Enjoy, this is a good way to get plenty of practice on the lathe.
For the kits go to www.woodturnerscatalog.com They have several, different lenghts etc. Every kit includes instructions. A couple of cautions, dont drop the wee screws included, you will need Forstner bits and an extention for the 1 1/16 forstner as it goes all the way through.
Do you have a 4 jaw chuck?
There several necessary one time things to get, but the mills do make great presents.
Another thing to get is a relatively close grained wood about 3 in square, or glue up some to make that dimension. You can play around with different types of wood too. :)
