FTP is "File Transfer Protocol". Been around for decades, long before WWW or HTTP. You can download FTP software still, but it's kind of an awkward method to use these days. Wiki has some info about it. http://en.wikipedia.org/wiki/Ftp

Windows has a version of ftp that can be used. Start, Run, FTP or type FTP at a command prompt. After it is running just type ? and press enter for a list of available commands.

First, are you asking to have FTP access to a site or are you looking to FTP into your own site for uploading files?

When I started sending photos to our turning club's newsletter I learned that email attachments were not intended for large file transfers. Many servers limit the total size of attachments (file size in bytes that is) and will deny the transfer. The type of account I have with my ISP gives me a "web presence" meaning I can establish FTP accounts for either public (no password required) or private access (password required). I set up the account(s) and assign passwords to those I wish to have access to the site and control which folders are available to that user or group of users. I have an unlimited capacity on the server and no quota on the amount of data I chose to upload at any given time. It is, in my view, the optimum means of sharing large files and large amounts of data over the Internet.

If you're looking to access another site to download files, I assume you'll need an account and password, all depending on how the site is managed and so forth. That you'll have to sort out with the owner of the site. For instance at one point I was collaborating with an engineering company that made electronic versions of CAD files available on their FTP site so with an account and password I was able to access them.

You'll need, as has been noted, FTP software. In my view, the easiest to understand and configure is WSFTP. While I use it quite often, I don't consider myself a power user but would be willing to answer within my capabilities questions you might have should you chose to implement it.
