Yes I know this is a bit late but it just occured to me that the wheel method TMS wrote of would be accurate but only if the very same wheel was used to make all the measurements, other wise a different wheel would have been a different size and thus the measurements would have come up short or long in comparison to another wheel.

Much the same as with any other repeatedly employed unit of measure.
