I believe they are called "slips" around here and they are grooved to receive the drawer bottom. They are used when the drawer side material is too thin to allow a groove for the drawer bottom. They also spread the weight of the drawer over a larger area when drawer slides are not used.

It's used in the center of the draw when the draw is wide to support thr 2 piece draw bottom.

I have to agree with Bob on this one. The rear panel of the drawer in the photo is clearly not thick enough for a panel groove.

I have to disagree with Winston, since Ralph is applying them to the sides not the back. (See the hole for handle fitting on the front) The back is normally not grooved at all but cut shallow, so that the draw base is held by one screw through a slotted hole to allow for wood expansion / contraction.
